- The Connecticut Resources Recovery Authority is a quasi-public agency established by the state in 1973 to modernize Connecticut s solid waste disposal. CRRA enabled the state to replace a patchwork of town dumps by making a major commitment to trash-to-energy and backing it with recycling and safe and modern engineered lined landfills. The agency s mission is to work for the best interests of the municipalities of the state of Connecticut. CRRA s board of directors and management team develop and implement environmentally sound solutions and best practices for solid waste disposal and recycling management on behalf of municipalities. Its nearly five solid waste projects serve more than 120 Connecticut cities and towns. CRRA also runs environmental and recycling educational programs through CRRA Visitors Center & Trash Museum in Hartford, Conn., and The Children s Garbage Museum in Stratford, Conn. The Connecticut Resources Recovery Authority is headquartered in Hartford.
