The organization offers the Home Energy Assistance Program, which is a federally funded program that is administered by the Ohio Department of Development and assists in meeting the high costs of residential heating. The Economic Opportunity Planning Association of Greater Toledo is the designated Community Action Agency for Lucas County, Ohio.
